As part of his efforts to reorganize Canada’s National Research Council, president John McDougall took a hard look at what other research agencies are doing, and where the world is going.

JOHN MCDOUGALL
: In essence, we looked for the things that were common to all, regardless of what kind of a world was going to emerge, whether it was based on you know, a low carbon world, or an environmentally sensitive world or a terrorism driven world or a trade restricted or open trade world. Or you know, whatever. So we looked at all of these kinds of things.
And then we looked at them through a lens from a Canadian perspective and said, what are the elements of those things that are common to all that particularly apply to Canada. And we found – and this won’t be surprising- we found six major areas that really resonated that are going to be there, kind of no matter what and where Canada has a particular interest.

John McDougall lists the six innovation priorities for the NRC as resources, environment, health costs, security, community infrastructure, and the value added economy or manufacturing.
